Conducting an evaluation requires consideration of everything from basic satisfaction surveys to complex experimental designs. Some programs require an Institutional Review Board (IRB) process or other certifications to collect data on and do research with human subjects (study participants). Data collected for program evaluation, however, may not require IRB oversight. Local institutions should provide information regarding their policies on research and evaluation with human subjects. All certification processes protect the rights of your study participants. Regardless of an institution’s policies and procedures, all evaluations must be conducted in an ethical manner when they involve human subjects.
